I don't think you will find a single human being on planet earth who wants nuclear weapons to be used, in any capacity. In wartime however, it doesn't mean that they won't be. It's impossible to guess what a Russian politician will do when he's cornered, but the threat is there that he will resort to the most destructive weapon of the lot. And there's no guarantee that it would hit the target it's supposed to either. 

Landmines are being used by both sides atm, which are horrific weapons that cause intolerable suffering to their victims, and as the Balkans know all about, take decades to clear after the event. 

When those provinces become part of Russia, the West can't risk attacking them. It's one thing saying that you won't recognize them as Russia, but that doesn't mean Putin won't. His men control that nuclear power plant atm, and if he wants them to do something with it to defend the Russian state in his eyes, then they will.
