Had we qualified for the WC in 2018, Rice would be holding the Irish midfield. If England had lost on penalties to Colombia in the Second Round in Russia, Rice would probably be holding tour midfield.

So, he was never named on a competitive bench and I imagine the reason was he made it clear at that point that he didn't want to be called up.
By the way, it's possible to believe that Rice and Grealish had no intention towards the end of every playing a competitive senior game whilst also wondering how much of an effort O'Neill made to convince them.

Yep that's one of the biggest myths going he wasn't. I agree with Hetfield, if we had of qualified for the WC he would have probably played for us (though knowing MON and his selections he probably wouldn't have picked him) if England hadn't got to the Semi Final of the WC he wouldn't have played for England either.
