Given that there is no guarantee of Ireland getting a bonus point win v Samoa, they want to be sure of topping the group if they end up on 15 points (assuming Scotland can beat Japan). Given that it is decided by points difference first in the event they all end up on 15 points, Ireland obviously want Japan not to beat Samoa by too much (assuming Japan do beat Samoa, of course). Ireland are +52 and will improve on that if they beat Samoa. Japan are on +27 and will improve on that if they beat Samoa on Saturday. Ireland obviously don't want a situation where they need Japan to lose by a certain number of points to Scotland, if it comes to it. What Ireland want to see now, if Japan beat Samoa, is that Japan do not win by 27 points or more, even if they get a bonus point. If Japan win by less than 27 points against Samoa, and they all end up level on 15 points (along with the Scots), then Ireland should top the group, assuming the Scots don't improve their points difference too much either. Obviously a lot can change and Ireland could end up in a situation whereby they need a Scotland bonus point win over Japan but, for the time being, in the next two matches, the smaller the wins, the better. However, Scotland bonus point wins are not the worst, seeing as it is actually better for Ireland to be joint with Japan and Scotland on 15, rather than level with just Japan. Arguably, Japan are closer to overtaking Ireland on points difference than Scotland are (thanks to Ireland having hammered Scotland), so if Japan don't beat Samoa handsomely, Ireland still have a chance at topping the group. Of course, both Japan and Scotland know that it could come down to points difference, so they will likely be going hard against Samoa and Russia. None of this matters if Ireland can get a bonus point win over Samoa but it is good to have the safety net in the event they don't, so the smaller the wins the better.
