Northern Ireland will receive an extra £1bn over the next two years as part of the deal that will see the Democratic Unionist Party's 10 MPs back Theresa May's minority government in Commons votes. DUP leader Arlene Foster said the "wide-ranging" pact was "good for Northern Ireland and the UK" - so where will the money be spent? The heart of the financial package is infrastructure spending - £400m of it over two years. That is a significant sum given that Northern Ireland's annual infrastructure budget is about £1bn. The deal specifically mentions the York Street Interchange, a project to ease congestion where three major roads meet in Belfast. It is expected to cost about £150m, so there should be plenty left over for other major projects. They could include a planned transport hub in the centre of Belfast and other major roads schemes like the completion of the A5 or A6. On top of the £400m, there is a further £150m for ultra-fast broadband. This was a project which was already being scoped by the Department of the Economy before the collapse of Stormont. It is ultimately about improving the connectivity of rural businesses. Previous Stormont/Westminster deals have also included infrastructure but they typically involved allowing Stormont to borrow more. This time it is cold, hard, no-strings-attached cash. Health and educationThe money for health and education is more modest - given that a figure of £1bn for health alone was being mentioned during the negotiations. Where will the money go?
There is a minimum of £250m for health and and we can assume it will get about half the "immediate pressures" money, bringing it to a total of £300m. That will help ease the problems with waiting lists and give the system some breathing space ahead of a major reform programme. The "immediate pressures" money for education (about £50m) will go some way to easing a growing row with head teachers who have said they will not impose any more cuts. There is also £100m to be spent on deprived communities over five years. Social investmentIt will be interesting to see what the delivery mechanism for that money will be. Stormont's Social Investment Fund, which was also designed to help those communities, has been mired in controversy. Another part of this deal is to give flexibility to a previously agreed £500m fund for investment in shared education and housing projects. Stormont has struggled to spend this money, in its first year just £3m of a £50m allocation was spent. So its is possible that the new flexibility will allow all that money to go into general infrastructure spending. Edited by Sham157 - 26 Jun 2017 at 2:53pm |

As poor a deal as I consider this to be, this figure is a long way from the Corbyn magic money tree. However it remains an expensive deal, with more to come at future points, which illustrates how much the tail has wagged the dog in this instance, and is concerning for the future. |

Time for Labour to re-focus now. They have lost, narrowly, but a loss it still is. No amount of protests and outrage will change this or immature bring down the Government nonsense from McDonnell. A 1 million strong march against the end result of a democratic process is counter productive and will put severe strains on a city whose police force are already stretched. The Tories and DUP will do a damn fine job of bringing down their own Government anyway.
They had a major moral victory but this is a huge opportunity to oust this shambles that will be the Tory/DUP marriage with the weakest Tory Leader in a long time. They have momentum and appear to be united after years of internal bickering. Getting the message and vision across to Scotland will certainly help. They could also do with targeting the demographic who class Corbyn and McDonnell as traitors and friend of terrorists and only vote Tory as they are not Labour and would previously have voted UKIP. They may be a bit thick but there are lots of them over here. |

Presumably that only applies in the context of Stormont? The power sharing arrangement wouldn't permit unilateral discussion. However, Westminster is different and it is up to each party to perform as they see fit, and to engage as they see fit, and they are free to form Westminster alliances? What a load of bollocks. DUP have done a deal for themselves, and still have May willingly bent over a stool. Walking around like peacocks and be dam sure where the money will be spent. Plus they'll be calling the shots up north with May on the end of the phone. Good deal? Good one. |

a bit like one of the social funds where the list of recipients was heavily OO hall /loyalist band with the odd sprinkling of a GAA club if they can sort out the M1/M2 junction great but long term - as I said before nobody likes to be blackmailed and if you think 1 billion isn't going to be deducted from future expenditure from a Westminster cheque then dream on.
