If they up their bid, since 20 is under valuation,  I'm pretty sure the board will consider the possibility of selling.

I actually think this would be a great move for both West Ham and Dembele. A super player with bags of potential.

dembele seems to have his head screwed on, a move to west ham is no good for his development. joining a mid to bottom half standard epl team won't help him (apart from financially). he would be joining a team where chances to score goals would be at a premium, and his team could be on the back foot in a lot of games. he is far from the finished article and that type of environment wont help him develop imo.  
he would still benefit more from another season and a half with celtic where he will get the opportunity to play plenty of games, playing in a team that is going to dominate most of the games they play in, hence he will be more involved in games which will allow him to improve aspects of his game and he will get to play in some high profile, pressurised games.
all that being said we don't know how dembele or peter lawell will react when the big bucks are thrown at them from the cash rich epl....

Potential being the key work here.

He's very raw, 25m for a player with potential. He's be thrown in the deep and if he fails to score he will rot in the reserves.

West Ham are in a relegation fight. Why bother going there apart from an increase in wage?

He can stay at Celtic and win trophies and get some CL experience and improve and mature as a player.

It's easy to say that the SPL is a sh*te league and so write off anyone who played there. But there are plenty of sh*te leagues around the world. There would be no need for scouts if big clubs only signed players that had already proved it in the EPL.
Celtic should be looking to increase the sell on clause that they get.
