To all members, We hope this mail
finds
you and all your families safe and well as we pass through yet another
international window that saw us unable to give our support to the team
in Belgrade or Dublin. While hopefully there
are better times ahead, both in terms or getting back into grounds and
results, our work in relation to the governance reform process within
the FAI has continued throughout lockdown. The
latest stage of this saw an EGM held online yesterday during which a
number of changes were voted through, the main one being the approval of
the new FAI Constitution, giving rise to the disbandment of the FAI
Council and AGM groups which have been replaced by a new General
Assembly. Although YBIG Mandate believe there
are positive changes involved, such as the tightening up of the
constitution itself and the rule detailed in the Memorandum of
Understanding that sets a ten-year term-limit (including time served) as
the maximum anyone can sit on the new body, and, along with
our colleagues in the Irish Football Supporters Partnership (CRISC and
Irish Supporters Network), agreed to support the motion, all three
groups have serious concerns over the manner in which the process was
handled. To provide some context,
following the Governance Review Group report in 2019, supporters were
awarded two seats on FAI Council and two committee seats, one on the
International and High Performance Committee and the other on the Club
& League Development Committee. This representation was conditional
on an umbrella organisation being founded to cover ourselves and the
other two supporters groups who submitted to the GRG, CRISC and ISN. To
meet this condition, the Irish Football Supporters Partnership (IFSP)
was formed and we have been working well together since. After
being made aware that changes to governance structures were coming,
IFSP contacted the FAI at the end of October requesting a meeting to put
forward some proposals we had been considering, Despite an
acknowledgement, no further contact regarding a meeting was forthcoming
and after sending a second request in a month later, we were informed
that a briefing on the changes would be held the following week In
early December, we attended that FAI briefing during which the
proposals for the new General Assembly were shared. Within those
proposals, supporters were allocated two seats out of the 131 Assembly
seats being proposed. The International and High Performance Committee
seat was retained and a second committee seat on a new National Football
Leagues’ Committee was allocated as the Club & League Development
Committee was to be disbanded. At that briefing we were assured that
written submissions for changes would be welcomed and that a chance to
present those submissions to the FAI would be accommodated. Given
the changes meant we were moving from a situation where supporters had
two seats on a Council of 79 to one where we had two in a proposed
General Assembly of 131, a significant proportional reduction, we
requested that an additional seat be allocated to supporters. This would
also have meant that all three groups in the IFSP would have a General
Assembly seat. In making that request, the IFSP
prepared a detailed submission in which we also raised queries about
our move from the 'Special Interest' constituency which we had been part
of, into the new "Professional Chamber", which impacts on the
supporters' path to potential board representation, and some additional
points regarding term limits and gender balance. When we sent that in on
December 12th, we highlighted that we were still looking forward to the
opportunity to meet and present our proposal. Despite
a number of reminders, a consultation meeting was never scheduled. On
February 13th, we received a letter from the FAI stating that our
request for an additional seat had been denied and not only that, the
proposal for a supporters seat on the Club & League Development
Committee had been withdrawn, halving the number of committee seats
assigned to supporters by the GRG process. We
issued a further written response on February 24th, once again
requesting to reopen these discussions and give the process due
diligence. Once again, following an initial acknowledgement, no further
contact was forthcoming until a letter from the FAI on March 23rd
denying our request. This is despite 10 additional General Assembly
seats being created and allocated elsewhere since the original
pressentation, bringing the total to 141. At the EGM yesterday, the IFSP read the below statement in order for it to be noted on the record. "On
behalf of the three supporters organisations that make up the Irish
Football Supporters Partnership, we want to express our strong
disappointment at how this consultation process has progressed. We highlighted the pandemic would likely impact the format of discussions last Autumn but were assured at the time that full consultation would still be possible and was also a priority for the working group. We’re not doubting the work & effort put in, but consultation is not being invited to a presentation, spending time preparing a detailed written response and, having been assured we would have the opportunity to present said response, then being informed of changes without any further dialogue or a detailed explanation until we pressed for it. Bringing members on the governance journey, particularly within membership organisations, is not optional. It’s essential to ensure the long-term success of what’s being done. The vast majority of people involved in Irish football are well aware that significant change is needed but it also needs to be the right kind of change, change that will deliver a meaningful cultural shift within this organisation." From
a Mandate perspective, it is our belief that in efforts to bring about
the reform that the association badly needs, taking the correct path is
as important as the final destination. It is not our belief that the
steps taken on this process did so. We will
continue to work on your behalf on the supporters agenda and for the
betterment of the game in Ireland and will advise you on how we will

To all members, Once
again, we hope this mail finds you and all your families safe and well
as we still wait to get back into Lansdowne Road to give our support to
our team. We also hope that those members who have been lucky enough to
get back into League of Ireland grounds have enjoyed the chance to get
back to some sort of normality. As part of our
preparation for hopefully getting back for the World Cup qualifiers in
the autumn, YBIG are looking to get some new flags made. To help raise
funds for this, the Mandate Committee have got hold of a fantastic
canvas print signed by Ireland captain Seamus Coleman (as shown below) which we are raffling off. Tickets
cost a tenner apiece and the draw can be entered at the below PayPal
link with one of the new YBIG Zippy tops also up for grabs. Enter early
and enter often! In
day to day business, since the FAI EGM in March when a new Constitution
was voted into place, there have been a number of governance changes
involving YBIG Mandate and the broader Irish Football Supporters
Partnership group which we will outline below. Having
served two years on the now-defunct FAI Council, the fact that the IFSP
submission to have three supporters seats on the new FAI General
Assembly was rejected meant that the rotation agreement we agreed with
Irish Supporters Network and CRISC in 2019 was activated so discussions
around how that would operate were entered into. After
also retaining a seat on the FAI International and High-Performance
Committee, and in order to ensure that a fans' group solely focussed on
the League of Ireland would always have representation at General
Assembly level, an agreement was reached in which ISN would remain
represented on the General Assembly and ourselves and CRISC would rotate
the other General Assembly seat and the International and High
Performance Committee seat. This agreement
means that all three groups will continue to be represented within the
association as the reform process continues. Following these changes and
to share experience around our Mandate group, Tony Considine has
stepped away from his involvement with the FAI and also his seat on the
IFSP committee. Although Tony remains a part of the Mandate committee,
we would like to take this opportunity to thank him for his work over
the last two years since the Governance Review Group changes first
brought official representation to supporters. In
terms of the International and High-Performance Committee, Paul Hickey
of Mandate has been elected as the IFSP rep with Niamh O'Mahony of ISN
and John Joyce of CRISC taking the two General Assembly seats. Paul has
been a member of the YBIG Mandate committee since our inception and
brings a wealth of knowledge and experience to the role. We wish all
three supporters reps the very best of luck over the two years of their
term. In response to our call for members to
get involved at committee level following the adoption of our new
constitution in January, we were delighted to see three people put their
hands up. As there was already one space free with Ger Keville stepping
away some time ago and with a number of committee members also
expressing an interest in doing the same, a committee meeting was held
to discuss how best to proceed. At this
meeting, both Paul Dornan and Martin 'Minty' O'Meara decided to vacate
their committee seats leaving vacancies open for those three members who
volunteered to get involved. Paul and Minty
were also founder members of the Mandate committee and, on behalf of all
members, the committee would like to express our thanks and
appreciation for all the work, effort and humour they brought to the
group since our inception. Paul's work and
knowledge on ticketing, in particular, was hugely important. A new
ticketing system is currently being tested and we will bring you full
details on the new scheme as soon as possible. We believe this will be
in place by the time away fans are allowed to travel again. Martin's
overall knowledge and level-headedness was also invaluable during his
time on the committee and both have pledged to support the new committee
in any way they can. We wish himself and Paul all the best in any
future endeavours. The three vacancies have
been filled by long-standing members, Peadar Conroy, John O'Neill and
Paul Tuite. We wish all three every success in their involvement and are
delighted to have them on board, with Peadar already proving his worth
in sourcing the Seamus Coleman print we're raffling above. Siobhan
O'Brien has been elected Chair with Eoin Byrne elected Secretary of the
new committee with Siobhan, Paul Hickey and John O'Neill taking the
Mandate seats on the IFSP committee. As part of the rotation agreement,
Mandate is chairing that committee for the next two years so Siobhan has
also taken over as Chair of that for the duration. Since their election, the IFSP reps have been
meeting with the FAI regularly regarding fans returning to stadia. We
are happy to report that all test games have been deemed successful so
far and we are hopeful that, without any major change in circumstances, we
can have a significant number of fans at the Autumn home
internationals. However, we will be working in line with government
guidelines at all times. The FAI are working with host nations regarding their national guidelines for the Autumn away internationals but no decisions have been made as yet. Parallel
to this return to stadia work, IFSP are continuing to work on the
proposals to develop a Fans Embassy and National Team Supporters Liason
Officer programme
As a qualified barrister, Eoin was also
approached to become part of the panel on the FAI Disputes Resolution
Chamber. While this is completely separate from his work with Mandate
and has no bearing on our supporters agenda, we would like to take this
opportunity to congratulate him and wish him all the best in his work
there. As per the terms of our new
constitution, an AGM will need to be held this year, at which time any
other members who wish to get involved at committee level will have the
opportunity to do so. In the meantime, there is always scope for members
to get involved informally and we would encourage anyone with any

To all members, You will
have probably heard reported in the news last week that 25,000
supporters are to be allowed back to Lansdowne Road for our World Cup
qualifiers against Azerbaijan and Serbia on September 4th and 7th. Representatives
from our committee have met with the FAI this week regarding how the
tickets for these games will be allocated and can confirm the below.
Finally,
Mark McGivney was the lucky name out of the hat for the signed Seamus
Coleman canvas and Callum Fearon won the YBIG Zippie. Thanks
to all your contributions €1170 was raised and an order for eight new
flags has been placed. We will share photos with you when the new flags
arrive. As we have said before, there is always
scope for members to get involved informally on any initiatives and we

we have received official confirmation from the FAI this morning that
there will be no away ticket allocation for the away fixture against
Portugal on September 1st 2021. A press release with further details on the decision will follow from the association. Details
on how tickets for the home qualifiers with Azerbaijan and Serbia will

To all members, Following on
from the 2021 FAI AGM, at which a draft strategic plan for the years
2022-2025 was presented, the FAI are now engaging in a process of
consultation with stakeholders. YBIG Mandate, along with our colleagues
in the Irish Football Supporters Partnership (IFSP), are seeking the
views of Irish football fans on the direction of football in the
country. These views will form the basis
of the IFSP’s written submission to the FAI on the strategic plan, which
is due to be finalised by the end of the year. We have
prepared some questions to help supporters send their feedback to the
IFSP, and they can be accessed at the below link. The survey should only
tale a couple of minutes of your time and the more responses we have
the more feedback we can provide. For any questions or queries, please do not hesitate to contact us at ybigmandate@gmail.com. Finally,
many thanks to all who donated to the flags collection recently
undertaken. We're looking forward to displaying the new flags and tifos

To all members, As per the constitution that you voted to adopt last January, an Annual General Meeting for members must be held before the end of this year. At a committee meeting on November 24th, a date of December 29th at 7pm was proposed and agreed. An official notice with full details has been sent to all members. If you are a signed up menber and have not received that notice then please mail us at ybigmandate@gmail.com. Following the adoption of our constitution, three new committee members were elected to give us the eight-person committee currently serving. That existing committee of eight were all nominated and seconded for re-election at the November 24th meeting. However, any other members of over six months' standing are entitled to stand for a committee position and a nomination form is included with the attached AGM notice. Should we receive further nominations an election will be held at the AGM. As such, if you wish to stand for election, please ensure that your completed nomination, including details of your nominator and seconder, are received by the Secretary at this email address by 7pm on 15 December 2021. A full agenda and Zoom details will be forwarded to members after that date.
