They held it in Tallinn two years ago, Real Madrid v Atletico. The stadium is listed as having a 14k capacity, the official attendance was just over 12k.

Tbh, nobody is much interested in hosting this "final" - the only other bidders besides NI were Finland, Belarus and Ukraine.
