The hosts will be appointed at the UEFA Executive Committee meeting in Dublin, Republic of Ireland on 2–3 December 2018.
All 55 UEFA nations are eligible to enter the competition, and with the hosts (or co-hosts) qualifying automatically, a maximum of 54 (or 53 if co-hosts) teams will compete in the qualifying competition to determine the remaining 11 (or 10 if co-hosts) spots in the final tournament. The qualifying competition consists of two rounds: Qualifying group stage: The teams are drawn into nine groups of five or six teams. Each group is played in home-and-away round-robin format. The nine group winners qualify directly for the final tournament, while the four (or two if co-hosts) best runners-up (not counting results against the sixth-placed team) advance to the play-offs. Play-offs: The four (or two if co-hosts) teams are drawn into two (or one if co-hosts) ties to play home-and-away two-legged matches to determine the last two (or one if co-hosts) qualified teams. The UEFA administration seeds the teams for the qualifying group stage draw and
for the final draw in accordance with the UEFA Under-21 national team coefficient
rankings. The draw for the qualifying group stage will be held on 11 December 2018 in Nyon, Switzerland. All qualifying matches are played on the following dates, as listed in the 2018–24
FIFA International Match Calendar. Qualifying group stage

Both also qualified as hosts meaning we'd most likely do the same when/if 2023 is confirmed for the United Counties of Ireland

You've displayed an excellent grasp of how the draw works; you are indeed a 'smart man'.

Greed has won, big finance has won. Whatever small role elite clubs still play in the local communities from which they grew is dwarfed now by their position as global brands.

As fourth seeds, i don't think its too bad. We should be looking to jump ahead of Iceland at the very least and challenge for second spot.

Doesn't matter if we're 1st or 4th, that is a tough draw. Would be doing exceptionally well to finish second and even that's no guarantee of qualifying.

We have pretty much zero chance of qualifying. If Kenny gets the team playing decent football and looking like they are a better side than Iceland and Sweden then thats big progress - we should be looking to gradually move up the seeding pots so that the talented u17s/u19s groups can benefit in future.

That u21 team beat their Italian equivalents when they were at u19 level.
Who knows how strong any of these other squads are really? I'd imagine most don't have a notion, myself included.
