You need a squad these days with the amount of games. 
The top 5 or 6 teams in England all have 40 or 50 million pound signings on the bench in any particular weekend

Conte plays a rigid 3-4-3. It's obvious that Conte's first choice strike trio is Son, Ksne, Kulusevski.

But this coming season is already extra congested thanks to Qatar, Spurs will have 6 x CL games (hopefully more) to squeeze in, while the PL is now allowing 5 x subs. Also those 3 players are all regularly away on international duty, too. Meaning Richarlison will get plenty of game time, even as the nominal fourth choice in a three. (Remember injury, loss of form and suspension, too)

In the end, there's no point in signing someone just because they're cheap, since as the previous couple of seasons have shown, it's a false economy if you're struggling to finish top four, never mind actually win something.

Conte demands quality, and although I don't much like Richarlison myself, a player with 36 x Brazil caps who can play in any of the front positions has to be a pretty good signing.

I’ve mixed views on this one. On the one hand you’ve a player who has given 6/7 years of good service, plenty of highlights and gets good stats every season, brings something different to the team in terms of no other player in the squad has some of his qualities. You also don’t want to be strengthening a rival.

On the other hand, maybe the time has come and it’ll suit all parties. The last two seasons in the really big games at the end of the seasons he’s found himself on the bench more often than not. 
50m or whatever it’s going to be isn’t bad money for someone who will leave on a free next season unless he’s given a salary on terms or close to that of De Bruyne and Haaland also.

they’ll need to sign a replacement for Ake
Ok you maybe don’t need one for Sterling but do at CB I think 

The squad isn’t much stronger numbers wise than last season Remember that semi final against Liverool in the FA cup  when Pep changed the team and the game was over after 20 minutes 
It exposed the squad that game I thought. Still need a few more in ImO
