I had to keep scrolling down to find a German player. 

I think you have to go with the penalty takers so Lukaku is out as Hazzard takes the penalties for Belgium. 
Will Mbappe play against Hungry? I doubt it.

Harry Kane will penalty his way to top goal scorer me thinks.

Depay has probably one of the easiest groups on paper, so could rack up 4 or 5 in the group stage, so he's got my vote.

I'd say Gerard Moreno of Spain, if they click can see Spain putting a few past Slovakia.

Though it will probably be Lukaku or depending on how much Grealish dives for penalties Harry Kane

I reckon Lukaku will finish top goalscorer but couldn’t back him at that price! Handy group and has a brilliant goal scoring record for Belgium! I like Griezmann’s odds, backed him for top scorer in 2016 so backed him again.

I wouldn’t count on Hazard starting for Belgium, Lukaku will be penalty taker if he’s not playing.

Ronaldo will definitely be Portugal’s penalty taker, his ego wouldn’t allow someone else to take one.
