Every team has those players that supporters of other teams dislike. For example, Arsenal - Jack Wilshere. I'll start with;
Man United - Ander Herrera. Something very Mourinho about him. Sly f*cker.
------------- Jimmy Bullard - "Favorite band? Elastic."

I like Pepe and Diego Costa. They might be arseholes, but you know you'd love to have them on your own team, because of the way they wind the f**k out of other players.
El Hadji Diouf is roundly unlikeable. I don't see the issue with Herrera; he may whine, but he's not any worse than a lot of other modern footballers. Busquets is much worse.

Hard to ever say somebody is universally disliked. There are many players who are generally disliked but will find a following amongst the team they play for at any given time, Adam Johnson would be a sold call, but that is based on something removed from the football pitch.

I'm not sure that they have to be "relevant" players. There are players like Scott Brown and Kyle Lafferty who have been mentioned who would not be world beaters or particularly influential on a wider football level, but would have the back of fans up.

GD already mentioned him but given the above and I'm an actual Newcastle fan (Out of the closet anyway)
Jonjo Shelvey- A good player when he wants to be but doesn't do it enough and is so much of a liability.

Purposely ended peoples careers. Had this 'top boy' mindset and literally assaulted any teammate who dared question him. He once locked one unnamed teammate in the training ground dressing room and beat the sh*t out of him. He and Jones and Wally Downes bullied John Scales and Terry Phelan almost to the point of giving up football. John Scales despises him as does Lawrie Sanchez. They tied one new player to the roof of a car and went flying down the motorway which could have killed him. Fashanu is interviewed in the documentary now and he is just a scummy scummy piece of sh*t and that's being kind to him.
