Football agent rule changes 'could leave young players exploited'
Young players could be at risk of "exploitation" because of changes to football agents' rules, according to agent David Seligman.
Fifa's global licensing system for agents was ended on 1 April and it is now supervised in individual countries.
The deregulation means someone with an "impeccable reputation" can now pay £500 to register http://www.thefa.com/football-rules-governance/more/intermediaries/intermediaries-regulations" rel="nofollow - with the Football Association as an 'intermediary'.
"The obvious problem would be exploitation," Seligman told BBC Sport.
"If you're a 16- or 17-year-old lad and you've got two people trying to sign you, are you going to sign with the middle-aged lawyer, who knows the rules and regulations inside out and will negotiate a deal properly? Or are you going to sign with the guy who doesn't know the rules and regulations but will take you out clubbing, buy the watches and drive the nice cars?"
- World football governing body Fifa argues the new system will be more transparent - given only 25-30% of international transfers are concluded by licensed agents.
- Professional Footballers' Association chairman Gordon Taylor says it may help make transfer fees clearer.
- Mel Stein, chairman of the Association of Football Agents says deregulation will lead to a "Wild West" of agents and "create anarchy".
Seligman, who works for Carter Moore Solicitors and represents several Football League players, added: "A player could end up signing with someone who isn't insured and will not be qualified for several years.
"Those sort of guys are going to be going out and representing players without having the necessary skill or qualification to do so. It could cause problems down the line."
Prospective agents used to have to pass an exam featuring questions on contract legalities, immigration rules and registration laws - and also had to pay a bond for insurance purposes.
But the deregulation from world football's governing body Fifa means that qualification is no longer required.

"Fifa couldn't cope so they decided to hand it over to the individual territories," he said.
"I can see the bloke in the pub who knows a parent or a footballer's dad saying 'I'll represent you' and then undercutting everyone."
Football players' union chief Taylor said: "I suppose there's an attempt there to increase transparency but you just wonder how difficult it will be to keep track of. But there is need for transparency in transfer fees - if this leads to more of that then good."

Not many people empathise with football agents. Often depicted as the embodiment of the game’s post‑1992 years of excess, those who help broker transfers and secure lucrative contracts for their clients may find sympathy hard to come by even if controversial new regulations could potentially reduce their future income.
Now, http://www.theguardian.com/football/fifa" rel="nofollow - Fifa will no longer be responsible for an industry worth billions, the governing body deregulating a business that, it claims, is rife with underhand and unlicensed transactions across the world. In an attempt to increase transparency, it will be the duty of each national association to supervise agents and a licensing system that has been in place for years will end.
It is not difficult to understand why the AFA, which represents around 450 of the 550 licensed agents in England, is so exercised by the changes. Fifa is recommending that agents – who will now be officially known as “intermediaries” – have their commission on player transfers and contract deals capped at 3%. At present this figure varies but usually falls between 5% and 10%.
In some cases this will significantly reduce the amount agents can earn from deals. However, it is not the only new measure that could change the existing landscape. Stein – who was previously an agent who represented Paul Gascoigne – met the Football Association last week to present a 13-point agenda and has appealed against Fifa’s plan to the European Commission, a process that is ongoing.
The licensed football agent will be a thing of the past. Intermediaries will no longer be required to pass an exam to qualify. In theory, anybody can become one, providing they have an “impeccable reputation” – essentially are without a criminal record – have no conflicted interests, and in England pay £500 to register with the FA.
Fifa argues the new system will prevent money-laundering in the game, stating that currently only 25-30% of transfers across the world are conducted by licensed agents. It hopes the guidelines will be adopted by each association, who will enforce a “full disclosure and publication of the remuneration and payments made to intermediaries

Pino Pagliara, an unlicensed Italian football agent banned from the game for five years in 2005 for match-fixing, boasting about his relationships with several high-profile, unnamed managers.
It is alleged they asked for money, sometimes deposited in offshore accounts, after transfer deals went through.
Scott McGarvey, the ex-Manchester United player turned agent, was also filmed explaining how he knew of four managers who took money for transfer deals.

| To be fair there's a reason agents exist. Clubs f**ked players around for far too long, players needed professional representation.
If you're a player going in for negotiations, and are getting offered 50k a week. If an agent can get 75k but takes 20%, you're still up money.

I see your point certainly in the early days agents played a very important role in football and there are still some who are genuine these days.
Its the ones who get money for doing feck all that boils my piss.

Reading Cruyff book he was one the first players to bring an agent (his father in law) to contract negotiations.
His reason was he simply didn't understand the legal side of things so brought him.

Man U and Spurs target Ryan Sessegnon has put EPL clubs on red alert after switching agents ahead of a summer transfer tussle.
The 17-year-old sensation and his twin brother Steven have moved to Unique Sports Management who handle deals for stars like Harry Kane and Wilfried Zaha.
The brothers are are making the switch to USM with their current agents Andy Niedzwiecki and Joe Russo, avoiding any ugly contract disputes.

Just goes to show how stupid people are with their phones when driving. I'm guilty of getting me spodify going while stopped in traffic the off time, but texting while driving at 80km during hazardous driving conditions you don't get any more careless

The FA revealed Premier League clubs paid agents £211m in the past year - an increase of £37m
The Premier League and the English Football League are to consider new rules in a bid to reduce agents' fees.
The issue will be discussed at EPL shareholders' meeting this week where capping fees and prohibiting will be on the agenda.

Paul Pogba's agent Mino Raiola has been given a three-month ban from football activity by Fifa's disciplinary committee. Raiola was banned on Wednesday by the Italian Football Federation and Fifa has now extended the sanctions to have "worldwide effect". The ban begins with immediately and will end after the English summer transfer window closes.
Raiola represents various high-profile players including Zlatan Ibrahimovic. The Italian Federation did not give the reasons for the ban but Raiola said it was a sentence "based on lies from Raiola".

Paul Pogba's agent Mino Raiola has had a three-month worldwide ban from football activity suspended by the Court of Arbitration for Sport (Cas) after he filed an appeal.
Raiola, was initially banned by the Italian Football Federation, before Fifa's disciplinary committee extended the sanctions worldwide in May.
He may resume activities outside of Italy as Cas processes his appeal.
Cas says a final decision will be confirmed at the beginning of July.
