How does he qualify for us ?
Given he has played for England from every age from Under 16 to 21, I doubt he has much interest in playing for us.

Brooks was player of the tournament at the Toulon under 20 competition and switched to Wales. Dowell qualifies through grandparents I believe.

There is nothing I can find anywhere to suggest he qualifies, never mind having even the smallest interest in playing for us. It is more people assuming they qualify because they sound like they might.
He is an excellent footballer though.

He is eligible and the FAI have approached him, but I doubt they'll have much luck.

I'd say Dowell could hold us together.
