It’s especially relevant to tournament football (for me WC and Euros are still the pinnacle) though and you’ve got limited time to sort your sh it. 29 pens in 64 games in Qatar. 22 scored – not sure how many were match defining, but I'm sure was significant and plenty would not have been goalscoring chances. It's unreasonable for a small mistake, especially those committed outside goal-scoring areas, to carry the same consequence as say, denying an obvious goal. It's a sh it show now. As mentioned, the handball situation - the one Dunc conceded on Saturday was silly. Football already differentiates between different kinds of fouls (e.g., direct vs. indirect free-kicks). Modifying penalty rules would simply be an extension of this principle, making punishments more tailored to the nature and location of the offense. |

The penalty is Ireland's contribution to football. So we can't change it now.
And on the time-wasting - the authorities let it get so out of hand that they have to take drastic action and stick with it. I remember games at USA 94 having close to 10 added minutes, but that was a flash in the pan. If those in charge wish to bring about change then they can't keep flip-flopping on the issue. |

5. Kits.
If there is no clash of colours, then teams should not be allowed to wear a changed strip. For example, a home team in white and an away team in red. There's no clash, therefore the away team should not be permitted to turn up wearing a pink/ black/ yellow/ purple, etc shirt.

They're talking about punishing goalkeeper time wasting with corner-kicks or throw-ins.
I still think a drop ball 25yrds from goal would be a better solution.
