His figures are lower than what I have seen elsewhere, although they are impossible to gauge really accurately. His points are spot on though, as usual.

Will this make a difference? And what was stopping shop owners in the first place? If you owned a shop and had space, surely converting some barely used store rooms into a 1 or 2 bed apartment would make sense financially even when having to apply for planning
