The British Championship counted as qualifiers. The top 2 qualified. Scotland said they would only go if they were champions. they finished 2nd to England. We tried to qualify but finished runners up to Sweden. The Wikipedia articles on these old world cups are pretty interesting, amazing how many teams withdrew or didn't take part. I suppose it's understandable, it was only 5 years after the end of the war, and a lot of countries were financially in trouble, and travelling to Brazil wouldn't have been cheap.
In 1950 Germany and Japan were banned, most of the Eastern Bloc countries refused to take part including the USSR, Hungary and Czechoslovakia.
England and Scotland qualified from the British Home Nations tournament, but then Scotland withdrew.
Turkey played Syria, but Syria then withdrew before the 2nd leg, Turkey then advanced to play Austria, Austria withdrew, so Turkey qualified, but then Turkey withdrew.
Yugolsavia beat Israel, then advanced to play France, they drew over two legs and Yugoslavia won the playoff and qualified, France were later offered a place and initially accepted but then withdrew.
Switzerland beat Luxembourg, they were then supposed to play Belgium, but they withdrew, so Switzerland qualified.
Sweden, Ireland and Finland were in a group, Finland withdrew before the group finished, Sweden won and qualified, Ireland were later offered a place and declined.
Spain played Portugal, and qualified, Portugal were later offered a place but declined.
Argentina withdrew, so the other two teams in the group, Bolivia and Chile, qualified automatically.
Ecuador and Peru withdrew, so the other two teams in the group, Paraguay and Uruguay, qualified automatically.
Mexico and the USA qualified from a group also containing Cuba.
Burma, the Phillipines and Indonesia all withdrew, so India qualified automatically, they then withdrew, either because it was too expensive or because they weren't allowed play in bare feet!
Brazil and Italy qualified automatically as hosts and champions.
There were 16 qualifying spots, but only 13 teams ended up playing in the finals.
None of the South/Central American teams that qualified had to play a match to qualify.

Reading about John Atyeo (RIP) who got England's goal. What an interesting character. He was playing part-time for Bristol City at the time in the old third division. He remained part-time for all of his career while also working as a quantity surveyor and maths teacher, scoring 351 goals in 645 games for Bristol City and never receiving a caution.
He won 6 caps for England scoring 5 goals but was dropped by selectors due to him playing in the lower divisions, this is despite receiving offers from Inter Milan, Chelsea, Tottenham and Liverpool. Transfer mentioned was around £50,000 (World Trasnfer Record at the time was £72,000)
