I'd get a European Health Insurance Card which is free and covers you in all EU states in public health system on ehic.ie. If you have a private health insurance policy you can buy vhi multitrip for 49 a year for an individual under 65.

I got my EHIC card fairly quick. It took just over a week I think. You can order it online.

Where's the best place to get annual travel insurance?

Yeah operated by Blue Insurance an Irish company and top provider of travel insurance.  For anyone who regularly hires cars abroad they also do an excellent annual policy to cover car hire excess.
