I think we need Northern Ireland to beat Slovakia on penalties from a ranking points perspective.

Denmark would be a nice pot  1 draw.

Would take NI as a pot 3.

That would give us a fighting chance.

I've simulated a few more matches in my spreadsheet, and there could be another potential saviour for us in this. If Scotland beat Serbia in their Euros playoff final, Serbia will drop to 1475. That leaves 17-19 as Turkey, Russia and Serbia, who all happen to be in the same NL group, and with the right combination of results we can overtake at least one of them.
