1920 Championship was finished in 1922 I think. So won't be unique situation for the GAA

I’d say it’s more common than you think.older player....job,family etc .....he wouldn’t have the time to train as much outside of county training as some of the younger lads with no family,more time.so the older lad needs a bit of a boost to keep up with the young boys in the panel so he can keep his place...hench.
