I imagine that fee also includes the price of the FAN ID which is your Visa for the duration of the trip. Also as i pointed out before it may also factor in the possibility of your team playing in the opening match which tickets for are priced higher the normal games.

If we did qualify and were drawn in say Group F as F3 which games would be played in Novograd-Sochi- Yekaterinburg (which is a journey and a half). you'd be refunded some of that price

Apologies if discussed before (didn't see it through the last few pages) but what is the story with Visas for Russia. Assume like a normal holiday, everybody has to go and obtain a Visa??

My understanding is that the free trains are 2nd class but they are the slow trains.  So even Nizhny Novgorod or Saint Petersburg would be overnight trips.

Can't find any real information on them but few English papers had stories on them after England confirmed qualification. They said it be 6 people per cabin

A match ticket gets you the visa.
Once you're successful in getting match ticket(s), you apply online for a fan ID card which acts as a visa and entitles you to free train travel between and within host cities. You'll also need to show it to access the stadiums and fan zones.
