Would be surprised if UEFA only have 13 spots available that they'd give one to a League C team:

Greece, Albania, Montenegro, Georgia, North Macedonia, KosovoBelarus, Cyprus, Estonia, Slovenia, Lithuania, Luxembourg, Armenia, Azerbaijan, Kazakhstan, Moldova

    I’m waiting for someone to go to Budapest or Bucharest for Euro 2020 when they were supposed to go to the other city.
