I think the difference it that was that the ball went out of play in the Port-Chile game in Russia - Mexico it didn't the Mexico counter attacked and could have probably scored it was a good 30-40 seconds before it was brought back.

In Portugal vs Chile it went out of play and it was a good minute before play resumed with the goal kick.

You and Bronze have hit the nail on the head - a true captain/leader would put his ego to one side for the sake of the team and go first to give the following penalty takers a lift, especially if, as you say, the team's not exactly overloaded with top class players and assured penalty takers like his club are. If he had this type of attribute, there would be no argument about who is the best in the world.
ehhh I said he was right to go 5th as it is often the pressure kick!Personally in a peno shoot out I like to go 2nd if not first. If you score your first and they miss there's a lot less pressure on the second taker!

Ronaldo took first penalty against Poland in the Euros, any other player and this wouldn't even be up for discussion.

VAR has proven to be more headline grabbing than Mike Riley, he won't be about this at all. I expect Mike to be thinking of new ways next season to grab his former crown.

How was there only 5 minutes added on? There was 4 minutes on the Jara incident alone! Fair play to Lee Dixon for stating the obvious and calling it what it is.
