The same thing happened under Labour. The ambassador to Uzbekistan was forced out after reporting to London that the Americans were torturing people out there. The Americans didn't agree.

In fairness, the legal position was stated, and it’s now being painted as some sort of threat. From the BBC it seems the quote was “it could be a criminal matter”. That’s just a statement of the legal position.

There are close to no countries that don't have an act like the Official Secrets Act and some manner of potential criminal prosecution for breaches of it, whether you've signed it or not.

Every country expects diplomatic communications to be completely secure.

I'd be amazed if the police bring charges against the leaker. The MET has shown zero appetite when it has come to investigating Cambridge Analytica and seperately the funding of the leave campaigners namely Aaron Banks.
