Pure crap that is. They are tightening up on these rules if anything going by Ryan Johanssom case. He didn’t live in the country for long enough to qualify for them. If it is the case he played for us first before going to them and back again to us.

He only played friendlies because he doesn’t qualify for them it’s as simple as that. He only lived there for just over 4 years and needs 5 to qualify for them.

Further to that, the FIFA rules state, regarding nationalisation:

So I fail to see any way he could be eligible for England, as he has no ancestral link and residency is a non-issue...at least for a good few years.

I think the five year post 18 regulation is frequently bypassed as there are countless examples of European teams as a whole with several young players born abroad who have been capped before they reached 23. Okoflex may well fulfil the five year education criteria the home nations have but I think its more complicated than that as it can take a lot longer to acquire a UK passport even if he did so which he would also need to compete. I suspect that is why he has switched back to being Irish as he had shown no interest to represent us ahead of England the last couple of years.
Anyway Nigeria would likely be more of a threat for him switching , he's certainly been quoted referring to them as 'my country' Odupeko and Sotana I think in similar situation.

In fairness to the lad in PunditArena, he does do a bit of research that is missing from other sources, and is good for players who are not (yet) high profile.

Here's a recent article about a Joszef Keavney, young striker just getting his career back on track after injuries.  Plays with AEC Larnaca in the Europa League and Cyprus - good to see:

If Okoflex is eligible for England (it's still not clear) then I'd say he's a big flight risk. I don't get the sense he's so tied to his Irishness that he'd be against going for the higher profile option of England.
