How is it possible for the FAI to lay out the criteria when they don't know how many tickets have been applied for?

Surely that shouldn't matter. 

Say lads with this - guaranteed ticket 
And work down that way depending on the allocation. 

At least we would have a better idea of what is needed and this "guessing" that we all partake in would stop.

So in theory the fai know that say
25 fans did 10/10 last away games
150 fans did 9/10 last away games
300 fans did 8/10 last away games
600 fans did 7/10 last away games
1000 fans did 6/10 last away games

Realistically for say a Gibraltar type fixture in the future the fai would invite people with say 7/10 aways to apply for tickets but you would only be gaurenteed tickets with 8/10 and if the take up from that category you move down to the next.

Putting in some form of ticket system costs money, whether that is €100 or €50,000, and the FAI will simply not want to pay it.

The legend goes that if the monkeys leave the rock, Gibraltar will cease to be British. In an act of solidarity with Spain, I think all Irish fans should try to smuggle them all out. There are approximately 160 of them, according to Google. I can't see why it isn't feasible.
