It is not clear from the article when or how that came about as a bail term. It was clearly a pre-existing bail term. He was on bail pending sentence. The bail would have been set in the District Court. It is quite possible, indeed likely, that the bail terms were set by agreement with the prosecuting Garda, rather than after a contested bail application.

Saying the judiciary are arseholes is nonsense and that article provides no basis for that assertion.

The general procedure for most crimes is this (assuming it is not murder, basically):

Arrest & charge.
If no objection to bail on their own bond, release on Garda station bail for a date in the District Court.
If there is an objection to bail, or if they want certain terms like that in this case, bring them before a District Court judge.
If bail terms can be agreed (e.g. "no female passenger", "stay out of Sword"), get bail agreed and have the accused person enter a bail bond in court.
If bail terms cannot be agreed, have the Garda outline his objections, have the accused person's legal rep outline why bail should be granted, then the District Judge makes the decision.

That all happens very early in the procedure. The next step, in a case like this, is for it to be remanded back for the book of evidence (which is basically the statements of all proposed State witnesses).
Then, once that is prepared and served on the accused person, the case is sent to the Circuit Court.
Then the person has to indicate whether they are pleading guilty or not guilty - there are generally lots of cases in the same position in on the same date.
Then it is put in for sentence, generally on the same day as a lot of other cases in for sentence.
Then, if necessary, if further reports are required by the judge, like psychiatric reports, it is remanded back.

And in almost all circumstances, until the final decision is made, the pre-existing bail position is maintained. That is, if someone is given bail at the start of the process, they will generally be on bail until the end of the process. Sometimes bail terms can be changed, sometimes people will be remanded in custody after they plead guilty, but generally people are remanded on bail until the end of the process. This makes sense - no one should be remanded in custody simply because they have pleaded guilty unless they are definitely going to be imprisoned as a result (for example, if you have someone who has pleaded guilty to burglary while on a suspended sentence for burglary, they may well be remanded in custody - this often depends on the Garda bringing the position to the court's attention). And if you need further reports before you make that decision, then they are remanded on continuing bail. The only other reason to change that is if someone is breaching their bail terms.

That article doesn't indicate any relevant information on whether the judge in that case was responsible for a decision to remand him on bail or whether there was any objection to him being on continuing bail.
