You'ld have to presume it's to get around some sort of rule or other, prior to them signing him outright. Otherwise it makes no sense, as Cardiff are hardly bringing him in on loan to play for them, he's not ready to be a first choice at Rovers yet,

Train with the first team and play with the u23s for a few months with a view to signing him full time in the summer, it's more like a long term trial where Cardiff pick up his wages which are pittance for a Premier League club.

In a small way I agree they agreed a fee and it should be paid in some shape or form.

Well I'd imagine the pilot who have his own personal insurance I'm pretty sure you legally can't fly and be registered as a pilot without that.
