If you mean this guy - https://www.tmcentertainment.co.uk/speaker-index.html?speakerid=188 - and if by "delegate" you mean Observer, then he wasn't. He cannot have been.

I know for a fact that UEFA does not permit officials to observe their own country's teams. And with the UK, this means Eng/Wales/NI observers couldn't do eg Celtic or Rangers games either (and v.v.)

Indeed, NI officials aren't awarded games featuring ROI teams or v.v.

And while I can't say for certain, I'd be pretty sure that UEFA also keeps various other nationalities apart in this respect - eg Azerbaijan/Armenia, Cyprus/Turkey, Serbia/Kosovo, Russia/Ukraine etc.

2nd hand news and it transpires that young was match delegate versus st mirren last week, conveniently ignored the songs then

was it not an NI official who reported celtic versus man city a couple of years ago?
