Hard to see how this is resolved really. He will probably just refuse to pay the fines. Then what - throw him in prison again? But that's what he wants. By the sounds of things they can't really go after his assets because he doesn't have any.

Just let him keep turning up. He will eventually get sick of it when the cameras stop turning up id say. You'd have to feel a bit sorry for him. Clearly the way he was brought up. Prob seen nothing else.
