Haven't been in to town since everywhere reopened but most of the pubs outside of town have stopped serving food at 9/9:30.

Would it not have made more sense to allow all pubs outside Dublin open as usual? This would have the twin benefit of encouraging more people to staycate rather than travel abroad for their holidays as well.

Are most recent cases not in Kildare? Why Dublin? What would stop someone in Shankill, with Brady's closed, going to one of the many bars in Bray?

They could allow pubs that can have outdoor seating to open and no more than 4 at a table and no more than 20 customers allowed at any one time.

Well yeah you would have people hopping across to Kildare/Wicklow etc are fair bit alright. I dunno, just seems like a blanket ban across the country is not exactly thinking outside the box and is going to lead to inevitable permanent closures that could have otherwise been avoided.

The pubs I have been in in Dublin have enforced the rules stricter than the pubs I've been in outside of Dublin.

Possibly, I'd say letting certain counties open might have worked but would be very difficult to implement, also would lead lead to an influx from tourists from the counties with pubs closed |

Pubs should get to nominate their favorite most profitable alco's to come in and gargle to their hearts content. Name the sort of people who are happy to isolate away from all their other contacts other than the ones in the boozer. Have nice little social drinking bubbles.

Indeed. The vast majority of places do last food orders at 9:30pm. There are some that push it to 10pm but they are rarer. Still, most sit-down, plated-meal restaurants (i.e. not fast food) will take the last food orders at 9:30pm. Anywhere I worked it was last main-course orders by 9:30pm. These restrictions, however, shouldn't really change that, once main courses are ordered by half nine. Plenty of places open at six and do early bird menus that require tables be vacated by half seven; they're well used to getting people in, served and out in 90 minutes. Plus there won't be many showing up at 9:30pm, knowing they close at 11pm.
