Certainly appears to be a 'sledgehammer cracking a nut' type of strategy. It usually backfires badly.
 
tbh I can't see any kind of insurgency kicking off. It's more than likely daily mass protests will occur coupled with an all out strike. Mass civil disobedience if you will.  
 
God only knows where this will end...

Really? El Pais mentions anti independence protests in Sevilla but doesn't mention any pro Catalan protests.

Catalan parliament has voted to declare independence. Albeit the pro union MPs boycotted the vote
