I'd say UCD, Shels and Cobh just didn't bother applying for PD license. When Waterford can get one you'd think they'd all be able to.

Very unfair on Waterford United FC, as a First Division club they are achieving Premier Division Licences for many years. It's an extra burden they chose to aspire to. Getting sl*gged off for their efforts is part of the process. A lot of work goes into the application process. You may remember during the 'bridging years' there was a lot of pain as mixed results were returned. Clubs still have to put in a huge amount of info and show compliance in other areas. It was no easy task for Wexford Youths and Finn Harps to conform upwards to Premier Division Licence after so many years receiving First Division Licences. In 2014 Wexford Youths received a conditional First Division licence. The trick now is to keep upping the targets. Introducing a 'Gold licence' for clubs that want to higher targets. Or taking on the UEFA tournament values for Domestic games, but that would be seen as a lot of expense. |

First things first, get rid of all, and I mean all, the exceptions.
